Heeralal Samariya, a distinguished 1985 batch Indian Administrative Service (IAS) officer, hailing from the Bharatpur district of Rajasthan, was born on September 14, 1960, in the village of Pahadi.
His remarkable journey recently reached a historic milestone when he was sworn in as the Chief of the Central Information Commission (CIC) by President Draupadi Murmu.
This appointment carries immense significance as Heeralal Samariya becomes the first Dalit person in the country to hold the prestigious position of Chief Information Commissioner.
His impressive career trajectory has encompassed various vital roles, including serving as the Secretary in the Ministry of Labor and Employment.
Heeralal Samariya’s background reflects his roots in a remote village, Pahadi, nestled within Rajasthan’s Bharatpur district.
The top role in the CIC, now occupied by Samariya, became vacant after the conclusion of YK Sinha’s term on October 3.
President Draupadi Murmu administered the oath of office to Samariya at a ceremony held in the Rashtrapati Bhavan.
Nevertheless, even with Samariya’s appointment as Chief Information Commissioner, eight Information Commissioner positions remain unfilled within the CIC.
Presently, the commission comprises only two Information Commissioners. The CIC can accommodate a maximum of ten Information Commissioners.
This appointment comes in response to a directive from the Supreme Court, which urged the central and state governments to take necessary measures to fill the vacancies in these positions.
The Supreme Court emphasized that if these positions remained vacant, the Right to Information Act of 2005 would be rendered ineffective.
Heeralal Samariya’s illustrious career as a 1985 batch IAS officer spans a multitude of significant roles. He obtained a BE (Civil) Honors degree from MNIT Jaipur Rajasthan University in 1982 before joining the Indian Administrative Service in the Telangana cadre in 1985. His son, Piyush Samaria, is also an IAS officer, continuing the legacy of public service in the family.
Throughout his career, Samariya has held vital positions, including Secretary and Additional Secretary in the Ministry of Labor and Employment. He has also served as the CMD of the Electricity Distribution Company in Andhra Pradesh, CMD of the Andhra Pradesh Transmission Corporation, and Secretary of the Irrigation Department.
